What Is Process Safety Management (PSM)?
Process safety management, commonly abbreviated PSM, is a systematic, comprehensive framework for managing the integrity of operating systems and processes that handle highly hazardous chemicals, established by OSHA regulation 29 CFR 1910.119 in the United States and paralleled by similar regulatory frameworks in other jurisdictions. PSM requires facilities handling quantities of highly hazardous chemicals above specified thresholds to implement and maintain a defined set of management elements covering process hazard analysis, operating procedures, training, mechanical integrity, management of change, incident investigation, and several other elements that collectively aim to prevent catastrophic releases.
PSM represents a regulatory recognition that preventing major chemical process accidents requires systematic management of multiple interacting factors, not just individual equipment standards or inspection programs, making it a comprehensive management system rather than a single technical requirement.
